academic library is said to be the heart of an institution. It plays
an important role in the teaching and learning process for both faculty and
students (Palisoc, 2007). The success of a library is determined by the
strength of its library collection and the extent of use made by its
users (Agena, 2008). Being the heart or center of an institution, it should
always be maintained and made sure to function according to its purpose
properly.

 

According to the United Nation Educational,
Scientific and Cultural Organization (1999), the school library provides
information and ideas that are fundamental to functioning successfully in
today’s information and knowledge-based society. The school library equips
students with life-long learning skills and develops the imagination, enabling
them to live as responsible citizens (Santos, 2008).Library has an essential
function to society it provides information that helps students to be liable
member of a state.

Libraries are
essential to the educational process because they support curricula, teach
information literacy, and foster critical thinking skills (Tinipunan, 2007).
They are essential partners in creating educated communities because they
provide opportunities for self-education, life-long learning and
self-improvement. Most importantly, libraries are essential places of
opportunity because they level the playing field making the world of
information available to anyone seeking it (Capellan, 2008). Libraries is one
of the sources of information in terms of the curriculum of education, it helps
you to be literate and it sharpens your critical thinking skills which can
enhance the control of your own learning and empathy for
other points of view and it promotes self-study.

The library includes the totality of human
and organized materials resources available in both book and non-book format
for providing and obtaining needed information. University libraries must
therefore, make sure that their resources are well utilized as this is
essential for the educational development of the students (Ahuauzu, 2002). The
facilities that are being used in libraries should be well treated mostly on
university/school libraries, it should be updated as possible and functions
well for it is the student’s development. 

In 2009, Valenza and Johnston states that libraries will
always exist as places for learners to find information, resources, services,
and instruction. But formats, technologies, learning needs, and our schools are
evolving. And so are students themselves. Our entire information and
communication landscapes have shifted and this shift will only continue. The
people are improving and so the surroundings that it belongs, the people became
more practical and intellectual through libraries mostly in this generation,
people use libraries easier because of the technologies, not unlike before.

Research by Oyesiku and Oduwole (2004) on the use of
academic library revealed that students used the library mostly during
examinations period. Omoniyi also mentions that those who use the library
occasionally do so to keep updated of the current socio?economic and political
situation in the country. A few use the library when they need to prepare for
exams, while many use the library when they want to find job vacancies. Only a
minority use the library to widen their horizons in their various fields.

In
the Philippines, the American Circulating
Library was established in Manila as a fitting memorial to American servicemen
who died in Philippine soil On March 9, 1900. The Library was organized by Mrs.
Charles R. Greenleaf and its first librarian was Nellie Young Egbert. The
American Military Governor in the Philippines, by the authority vested in him
by the United States Philippine Commission through Public Act No. 96 passed on
March 5, 1901, accepted the Circulating Library as a donation of the American
Circulating Library Association to the government. Libraries today must
find ways to optimize operations, maximize resources, enhance services and
serve customers. Having access to real-world data on trends and dynamics
impacting a broad spectrum of libraries means that library community leaders
can conduct benchmarking, manage collections, prepare budgets, choose facility
sites, and make other decisions with greater insight than ever before possible.
These are challenging times for libraries.

           

The University of the Cordilleras Library aims to provide
access to learning resources and information services in support of the
teaching, learning and research activities of the institution’s faculty and
student populace. As the information resource center, the university library
offers academic resources and services that cover all of the university’s
curricular offerings and instructional programs.  

           

In line with the above statements, these
motivated the researchers to conduct the study which would benefit the students
or reference and guide when conducting the same and the school to improve
library utilization among the UC-SHS students.

 

For more than a
decade, academic library leaders have increasingly recognized the significance
of assessing their library services. Nitecki (1996) noted, “A measure of
library quality based solely on collections has become obsolete” (p. 181). As a
result, the traditional measure of library quality has shifted from collection
size to “availability and accessibility of adequate learning resources, such as
library and information technology support services”

(“Characteristics of
Excellence,” 2006, p. 43). In fact, according to Zeithaml, Parasuraman, and
Berry (1990), “The only criteria that count in evaluating service quality are
defined by customers. Only customers judge quality; all other judgments are essentially
irrelevant” (p. 16). Emphasis on this type of assessment has “libraries turning
to customer surveys to determine the extent to which the library is or is not
meeting the customer’s expectations” (Matthews, 2007, p. 6). The perceptions of
the customers concerning on the services on how it should be delivered are very
important in assessing the quality and services provided by the library.

 

Assessment is
essential as academic libraries face many challenges: rapid changes in technology,
escalating costs of printed materials, distance education, reduced funding, and
the

Internet. These challenges have led academic library leaders to analyze the
role of the academic library and to demonstrate impact.

 

 

 

 

In line with the above
statements, these motivated the researchers to conduct the study which would
benefit the library staff to identify the core
problems that users face in using the library and its services. It would
provide an opportunity for library staff to take necessary efforts for the
improvement on their part and urge library administration to make necessary
measures where needed regarding the highlighted issues. They would provide the
recommendations in terms of key messages for improvement of the library
services. They would also be informed about the highlighted issues the library
staff would address on their part. It would also benefit the students or reference and guide when conducting the same and the
school to improve library utilization among the UC library users.
